THE INVISIBLE OBVIOUS

This report discusses the importance of taking into consideration cultural aspect and informalities when implementing public sector reforms. So far most of international assistance has been focused on building institutions and formalities and has to a large extent ignored the importance of actually changing human behavior.

The report is written by CIDS Senior Experts, Mr. Svein Eriksen and Mr. Damir Ahmetovic.
